Steps to reproduce:

1. Click Application menu
2. Click More tools
3. Click on Developer tools
4. Developer tools appear

Actual results:

Developer tools looks like Photon (also the icons and the context menus looks like photon)

Expected results:

Developer tools along with icons and context menus should looks like Proton
