Steps to reproduce:

First, enable MOZ_USE_XINPUT2. Then, load any site into a tab. Then drag the tab into its own window. Now, try to zoom.

Actual results:

The pinch-zoom gesture is ignored until you refresh. Notably, other touch gestures like scrolling work fine.

Expected results:

The pinch-zoom should work.

The Bugbug bot thinks this bug should belong to the 'Core::Panning and Zooming' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
