When looking jar.mn, I found this comment.
# Fennec-specific overrides of generic strings
locale/@AB_CD@/browser/netError.dtd (%overrides/netError.dtd)
locale/@AB_CD@/browser/appstrings.properties (%overrides/appstrings.properties)
I guess that this is unused now. (or all localization in mobile/locales may be unused now?)
