This issue was filed for the xpi-based version of the sitepermission addon type, which in the meantime has been completely replaced by a different approach (based on a new AOM provider completely separate from the XPIProvider, introduced by Bug 1778959), and so this issue is being wontfixed because it belongs to the an implementation that has been already deprecated.
