1742645 - Enforce Javascript filename restrictions on Nightly

Description

We are finally telemetry-clean on Nightly 96 and Beta 95. 95 contains the last set of fixes. We will start enforcing this in Nightly 97 as Nightly-Only while we watch the Telemetry on Release 95 and see if there is additional cleanup needed.

This bug will enable enforcement on Nightly and land in 97.

I think Bug 1715060 will need cleaning up before we can land this though.

I spoke too soon. Bug 1744118 will need to land and we'll need to watch telemetry again.
