The Talos sessionrestore tests have been frequently timing out on shutdown and having to be forced killed by automation, causing test failures.

We've also seen these in attempting to land bug 1733540 (and its companion bug 1740301).

Therefore we think we should delay shutting down until after the idle tasks have finished, to provide stability in the test.
