Steps to reproduce:
set Preview PDF with Acrobat Reader
create a new email
attach a PDF file to the new email
try to preview the PDF with a doubleclick on the attachment
Actual results:
you get an error, cannot open the PDF because the associated application do not exist.
But if you try to preview a received email it works fine opening the acrobat reader.
Expected results:
Normally you can preview the PDF with Acrobat reader.
Consider that if you restore the internal viewer of Thunderbird, it works.

Thunderbird 91.4.0 on Windows 10.
I set Portable Document Format (PDF) to open with Acrobat Reader DC.
Started composing an email and added a PDF attachment.
Clicked on the attachment, and it opened in my Firefox 95.
I had to configure Windows, not Thunderbird, and switch from Firefox to Adobe Reader DC as the default.
Now, the attachment opens in Adobe Acrobat DC.
On Linux, it opens in my default PDF viewer as set in Thunderbird preferences.

Meanwhile, you could try the workaround along bug 1698140 comment 8.
