Include permission toggles in the install prompt, exact plans still TBD.

[old summary]
A group of small(ish) things related to host permissions that are not strictly needed for DevPreview and/or have not been fully decided yet. Will probably break them down into individual bugs when that changes, but this is a placeholder for planning purposes.

  • Include permissions in the install prompt for addons with less than 6 host permissions.
  • Enterprise policy to auto grant for force-installed extensions.
  • Optional_host_permissions manifest key from the WECG that will not add to the wishlist.
