Mozilla help menu has only the up arrow in the scrollbar.

I can duplicate this (in 2002101612) by:
- Help->Help Contents
- expand the Glossary section on the left
- select Authentication (as this at the beginning of a long section)
- vertical scrollbar has an up arrow, appears to have no down arrow
The down arrow is occluded by the resize widget, as on my machine, I can see
just a few pixels of the down arrow, and it does work when clicking (very
carefully).
