Steps to reproduce:

MacOS Monterey and Firefox 96.0.1, custom keyboard shortcuts don't do anything and show up greyed out in the menu. Specifically, under System Preferences... -> Keyboard -> Shortcuts I created a shortcut for Move Window to Left Side of Screen, everywhere, using the shortcut control-option-command-leftarrow. This works in nearly every application (like Excel, Music, Safari, Word), but not in Firefox 96.0.1 or Mathematica 12.3.1.0. Older versions of Firefox have the same defect. Using MacBookPro 2021 M1 Pro.

Actual results:

Nothing.

Expected results:

Resize current window to screen height and half screen width and move it to the left half of the screen. (Hovering over the green dot on the left edge of the window shows the action Move Window to Left Side of Screen, with a greyed out shortcut that doesn't work.) It is the shortcut that doesn't work.

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Cocoa' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
