now that fission is default and running on most linux configs, we need to make sure that it is running as the default for osx/windows.

This bug will track the work to enable everything for fission everywhere (not android). Once it is running for a week in parallel, we will turn off the duplication except for:
linux64/debug
linux64/shippable[/opt]
linux64/asan
