as fission is default we want browser-chrome tests to be run as fission everywhere.
Here is what needs to be adjusted:
linux/debug: m-spi-nw -> fis
linux/ship: m-spi-nw/m-a11y-checks -> fis
linux/tsan: m-swr -> fis
osx/debug: m-spi-nw -> fis
osx/ship: m-spi-nw -> fis
osx11/ship: m-spi-nw -> fis
win7/ship: m -> fis
win32/debug: m -> fis
win/ccov: m -> fis
win/debug: m-swr/m-spi-nw -> fis
win/asan: m -> fis
win/ship: m-spi-nw -> fis

this attachment will schedule the tests, and it was a first pass at disabling frequent failures, in addition there are more failures to cleanup as seen:

I estimate 15-20 failures will need to be addressed before making this a reality.
