Details
Currently, if the user clicks on the "Cancel" button during the first account setup flow, we trigger an HTML dialog asking if they want to use TB without an email account.
This doesn't happen if the user closes the tab with CTRL+W or by clicking on the closing X.
We can implement this by setting up a TabMonitor on the account setup up tab to check when the tab gets closed.
We can then prompt the user wit the dialog in the primary mail tab, rather than preventing the closing of the account setup tab.
Doing so will better expose this feature and allow us to better know when the account setup was closed after a success, a failure, or a dismissal.

No need to work on the email account setup page since it's going away after 115 with the new account hub.
