Scroll bars in zoomed/full screen window has inconsistent mouse behaviour compared to native macOS

Steps to reproduce:
Make a Firefox window with visible scroll bars zoomed, fullscreen or positioned to the very right edge of the screen on macOS.
Actual results:
When pushing the mouse to the scroll bar handle along the extreme right edge of the screen, the scroll bar is not highlighted or usable. Instead, the horizontal window resize cursor shows up and resize is usable with a left/right mouse motion. An up/down motion will instead move the window.
Expected results:
In native macOS apps (tested with Finder and Terminal.app under macOS 11.6.1), when they are zoomed or fullscreen, the scroll bar handle gets highlighted and is usable to scroll up/down with an up/down mouse motion even though the cursor changes to the resize cursor and looks to be outside the boundaries of the scroll bar handle.
