This seems to apply to non-fullscreen mode as well. In Safari, scrollbars even stay in hovered state until the mouse is inside the browser window, but off the scrollbar. In other words: if the mouse moves over the scrollbar to make it appear in hovered state, then moves out of the browser window all together, the scrollbar persists in hovered state.
