We've shipped network partitioning enabled by default in Fx85. That means we can remove related prefs:

We need to check if there are tests which rely on partitioning to be disabled.

Just checkin' ... if FPI is enabled it is meant to disable partitioning, so I assume Tor Browser would want to keep that come the next ESR
