1757622 - Change the best match SUMO URL to use the firefox-suggest slug

It sounds like we're going to use the same firefox-suggest SUMO page for best match that we use for usual Suggest results instead of a new page. There may be a new best match section whose fragment we should include in the URL.

I'd like to go ahead and update the URL to use the firefox-suggest slug before 99 enters beta so that if we end up not using a fragment we don't need an uplift for this. It will also be nice to have a valid URL in the product in case something happens or we forget to update the URL later.

We can leave bug 1755829 as a reminder to make sure the final URL is correct. If it turns out the URL doesn't need a fragment, then we can just close it.

STR for QA:

1. Enable Firefox Suggest
2. Enable best match by setting browser.urlbar.bestMatch.enabled to true
3. Open about:preferences#privacy, scroll down to the Address Bar section
4. Click the "Learn more" link next to the "Top pick" checkbox
5. Verify that https://support.mozilla.org/en-US/kb/firefox-suggest?as=u&utm_source=inproduct opens in a new tab

I have verified this issue on the latest Nightly 99.0a1 (Build ID: 20220302065857) on Windows 10 x64, macOS 10.15.7 and Linux Ubuntu 20.04 x64.

• In order to verify this issue we have used the STR from comment 3.
• The "Learn more" link is correctly displayed in "about:preferences#privacy" beside the "Top Pick" option.
• The link redirects to a SUMO page as described in comment 3.
