The plan is to do a global rollout during Fx99 release but for some locales that are ready earlier, we'll deploy a remote message with remote l10n sooner probably using remote settings cfr collection/bucket.

We can avoid some download delay by moving the remote images into Firefox:

Content otherwise is the same as the en-* 100% rollout except handling some stuff in fluent:

I have verified this task and I can confirm that "BETTER_INTERNET_GLOBAL_ROLLOUT" and the "PEACE_OF_MIND_GLOBAL_ROLLOUT" spotlights respect the specifications.

Verified using the latest Firefox Beta (99.0b4 Build ID - 20220315185755) installed on Windows 10 x64, macOS 10.15.7, and Linux Mint 20.2 x64.
