As designed in bug 1631856 and implemented for Firefox Desktop in bug 1645166 and bug 1694496 and added to the pipeline here and here, we have a "rate" metric type.

However, we don't have it everywhere. Let's fix that.

Note on scheduling: No other SDK's yet shown a need for this, which is why it's currently Firefox Desktop-only. So maybe this gets backlogged pretty hard until we get Uniffi or something that lets us do this cheaply?
