For private bugs, add placeholder to release announcement text instead of failing

Currently for the CI/CD scripts that generate the release announcement text, we require all bugs to be deployed to be public so the summaries can be retrieved from the bugs. If the bug is private, we should still put a line for the bug, but add a place holder in place of the summary. The summary can be manually filled in once the code is deployed live and the bugs can be verified and made public.
