1758419 - Remove comment in xpidl.py about Python2

Bug 1636006 made a trivial change to ensure that xpidl.py is compatible with both Python 2 and Python 3, because SearchFox needed to support versions of Firefox that used both. However, Python 3 conversion has long since made it to every supported branch, so this shouldn't be an issue any more. asuth is working on changing SearchFox to invoke xpidl.py as Python 3 in bug 1755807, so once that lands we should be able to remove the comment so it doesn't lead to anybody thinking we need to support something that we don't.
