Once we've tested and are shipping the 4.10.2449.0 CDM via balrog, we should also update the fallback downloader.

Because this is a non-critical update (the CDM we're replacing here in not being deactivated soon), I'm not going to request uplift for these changes. It's safe for users to get the old CDM in the rare case we use the fallback. Then they'll get the updated CDM once they connect to Balrog anyway.
