This pref was enabled in bug 1751742 over a month ago. This has seemed to fix bunch of correctness issues caused by merging RDL at the expense of some performance benchmark regressions.
Because a lot of this code is being changed as part of the work in bug 1737889, I think it makes sense to disable SC display item reuse in Nightly for now. This also means that Nightly RDL behavior will match Beta, which will avoid issues like bug 1744069.

This pref was only enabled for Nightly, Beta already has it set to false.
