A user reported that the Thunderbird 99.0b1 upgrade was blocked by Bitdefender.[1] He reported the issue to Bitdefender and the problem was fixed in an update.
AIUI, AV vendors were notified of pending Thunderbird releases in the past. This has not been happening at least since the Taskcluster migration.
Firefox runs a "release-notify-av-announce" job in the push phase that sends an email to a mailing list. It needs porting to Thunderbird to hopefully avoid such problems in the future.

In theory, there's some process that happens on the vendor side that will update
virus scanners to reduce false positives.
