A large number of CSS, XHTML, and JavaScript files contain Java modelines that appear to be a relic of copy-pasting license text. The incorrect modelines do not serve a practical purpose and can cause syntax highlighting, linting, and error checking to behave incorrectly if the file is opened in an editor which attempts to use the modeline. As such, they should be removed.
