1761367 - Firefox DevTools User Docs mention removed "Web Developer" submenu

Steps to reproduce:

https://firefox-source-docs.mozilla.org/devtools-user/index.html#firefox-devtools-user-docs , https://firefox-source-docs.mozilla.org/devtools-user/web_console/index.html , and other pages mention a "Web Developer" menu, but it doesn't exist in Firefox any more. In the hamburger menu in Firefox Linux nightly it's hamburger > More Tools > Web Developer Tools, and in the menu bar it's Tools > Browser Tools.

I filed MDN issue https://github.com/mdn/content/issues/10754 and @ddbeck closed it "because Firefox DevTools User Docs have moved off of MDN" and suggested I re-file here.

Actual results:

Mismatch between menu item chain in the documentation and Firefox's actual hamburger and menu bar menus.

Expected results:

Instructions should match the actual Firefox menu(s).

If the "Web Developer" menu is truly gone, then changes are needed across the entire Firefox codebase. searchfox.org finds dozens of mentions of the Web Developer menu/sub-menu, Tools > Web Developer > ... , etc. in code comments and some .md files.
