Tooltool is deprecated and going away, so the MSVC tooltool package is being
replaced with a Taskcluster toolchain. The built artifact cannot be publicly
accessible due to MS licensing. This means that Thunderbird build jobs cannot
import the toolchain directly as is the case with most toolchains. Instead,
a copy is made with the artifact-prefix set appropriately for Thunderbird
builds.
