turning off browsing history in custom history temporarily breaks the bookmark favicon

Steps to reproduce:
- create and open new profile
- set to "use custom settings for history"
- uncheck remember browsing history
- bookmark anything with CTRL+D except the privacy notice page firefox opened (or if this isn't a new profile then any site you've been to before disabling history)
Note that once you get the favicon that url won't reproduce the bug if you delete the bookmark and try again, and sometimes this carries of over to a site's other urls.
Actual results:
Favicons on the created bookmarks are the generic grey sphere favicon untill you revisit the page then you get the actual favicon.
Expected results:
When you create a bookmark with CTRL+D the bookmark has a favicon, rather than only getting one if you refresh or revisit the page.
