[Affected Platforms]:

• Windows 10
• macOS 10.15.7
• Ubuntu 20.10

[Prerequisites]:

• Have a clean new Firefox profile.

[Steps to reproduce]:

1. Open the Browser with the profile from prerequisites.
2. Open a New Private Window.
3. Focus the "Download Firefox Focus" button using keyboard only navigation.
4. Press Enter/Space and observe the modal.

[Expected result]:

• The focused element from the modal is visibly focused.

[Actual result]:

• No element appears to be focused..

[Notes]:

• If the Enter/Space key is pressed a 2nd time the modal is dismissed, which means that the "x" button is focused.
• In order to get the "x" button to be visibly focused you need to focus the first button then navigate backwards to the "x" button.
• Attached a screen recording of the issue.

This is similar to bug 1763470 for upgrade spotlight where it's currently intentional that focus ring is suppressed to be determined in bug 1708261.
