to reproduce:

   step one: start browser
   expected: beautiful splashscreen featuring a phoenix
   actual result: browser window appears without fanfare
Splashscreen is useless. It just slows down startup.
The actual result that you describe is what Phoenix is supposed to be about...
this is not a bug.
