Very similar to https://bugzilla.mozilla.org/show_bug.cgi?id=1500054 with similar but different root cause.

For MSIX packages we're not permitted to generate AUMIDs, thus we have to used the ones provided by the package environment. Fixing this bug will fix https://bugzilla.mozilla.org/show_bug.cgi?id=1743424 at the same time.

This is wrapped into the broader project of getting Windows native notifications enabled; P2 because the set of problems are actively being worked on. Am I using the priority system correctly here?
