1767592 - Improve OpenPGP key assistant sufficiently for enabling it by default

The initial OpenPGP key assistant code that landed for bug 1627956 (and landed in bug 1764324), is currently disabled by default, because it seems incomplete.

We would like to attempt to get it ready for the 102 release.

Let's use this bug to track this work and the patches that land for the 102 milestone.

• consistently show a "Key Assistant" title
• hbox is not a thing inside this section which is in the html namespace. it currently just happens to be showing as a box...
• remove an unneeded div wrapping
