Port of D135451.
This keeps Thunderbird printing aligned with Firefox and enables the pref
print.prefer_system_dialog (from bug 1712104) to bypass print preview.

Newly restored feature to print via the System Print Dialog. It's behind a preference and won't be seen by most users. Firefox uplifted the toolkit code in 101.0b4 to get more testing exposure.
