We're working around this in https://experimenter.services.mozilla.com/nimbus/import-infrequent-eco2204-en/details using auto_advance, but that's unusual UX, and means some number of people may miss the dialog entirely if they're distracted at the wrong moment.

The last paragraph in bug 1770737 comment 1 describes what appears to be a straightforward way to fix this.

Patch is up and seems to work nicely. Writing the automated test is going to be more work, so that'll happen later...
