Did you check the "Use Thunderbird without an email account"?
Do you get any errors in the console?
The local folders should be created even with just the chat account, and Account Central should appear.

Where would I be supposed to check that? I usually just ctrl+W the account setup tab that initially opens, because you then don't get the annoying prompt.
Do you get any errors in the console?
Sadly this profile has since been clobbered.

Got into this state again. I can now confirm that there's no messages in the error console that would seem like they were related to this. However, looking at the account settings it seems I don't have a local folder account. So maybe something makes us fail to create that when ignoring the mail stuff and directly creating chat accounts?
