Tour is missing from Appmenu on the left
Thunderbird Tour exist in the Help menubar, but it is missing from Help appmenu

I don't have strong feelings about this, but it seems to be that both Help menus should have the same items.

Yes, we should have it in the App Menu as well and try to be consistent between the menubar and appmenu, except for specific cases.
