Steps to reproduce:

While "Developer Tools" window is zoomed-in, the tooltips displayed on hovering over any button/option in the "Developer Tools" window, are placed incorrectly.

1. Launch Firefox
2. Open "Developer Tools"
3. Zoom-in the "Developer Tools" window (by pressing CTRL and + on Windows)

Actual results:

1. Hover over any button/option in the "Developer Tools" window and notice the tooltips placement is incorrect

2. Open any dropdown in the "Developer Tools" window, like view snapshot type in "Memory" tab, and notice the dropdown list items placement is incorrect

Expected results:

1. Hovering over any button/option in the "Developer Tools" window, should show/place the tooltips correctly

2. Opening any dropdown in the "Developer Tools" window, like view snapshot type in "Memory" tab, should show/place the dropdown list items correctly
