Steps to reproduce:

1. Open nine tabs (see attached picture)

Happened in 102.0b7 (32-bit) under Windows 7.

Actual results:

The tabs overlap the window buttons in the right corner.

Expected results:

The tabs should not overlap the window buttons in the right corner.
