When Toolbar is in text mode the bookmarks toolbar loses the "spill over"
chevron icon.

Reproducible: Always

Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.2b) Gecko/20021029 Phoenix/0.4

Steps to reproduce:
1) Add many items to the Bookmark Toolbar Folder
2) Open the toolbar customization dialog
3) Change to text mode (Select Text from the show menu)

Expected: Bookmarks will fill entire bar and will indicate a dropdown list of
bookmarks that could not fit.

Actual: Drop down menu is available, however, at first inspection it would
appear that it isn't because the icon indicating the list is missing.

This looks like a duplicate of bug 173493

It shouldn't go across sessions though if I'm right, and the steps to reproduce
are almost identicle.

I don't believe that this is a dupe.  

Bug 173493 is that the chevron menu is not available at all and the links just
spill over the edge.  This bug is because the chevrons are icons when you switch
to text only mode there is nothing to indicate that more bookmarks are available.

Also, this bug is persistent across sessions.

I said it was a dupe since 173493 mutated into a new bug. It's behavior and this
one's looked related... perhaps they're tied together somehow, or maybe the
bookmarks have odd effects when the bug is applied to it?

I noticed that hiding the toolbar then showing it eliminates the bug...
