It looks this test started to raise in intermittency again around the start of 2023, Bug 1799947 landed some changes to ensure the action from the test extension gets pinned into the toolbar (instead of ending up into the extensions button panel, which would be the default), but I'm not sure if that's related to what seems to be making the test to hit an intermittent failure (which seems to be caused by an unexpected XULPopupElement.activateItem: Popup is not open error), it may as well be completely unrelated.
