under PREFERENCES...ADVANCED...IMAGES, de-selected 'Enable images'.  Visited
several websites - all images still load.  Tried closing/opening browser -
setting kept, but all images still load.  FYI, there are no previous versions of
Phoenix/Mozilla on the system in question.

Expected Results:  
not loaded any images, unless I'm somehow not understanding the functionality of
this option
Confirmed with a build from today on Linux; all images are loaded even if this
pref is unchecked.
