Bug 1742842 made the failure visible, but given the investigation work that has been done in bug 1782114 where this is being fixed, it looks like the actual regressor is bug 1511416.

All indications are that this spike is not a webrtc bug, but a bug resulting from browser_device_controls_menus.js keeping vsync enabled forever after the change to support camera previews in Bug 799415. Other work to deal with lingering vsync was done in Bug 1782114.

Since all the recent traffic here seems mostly related to Bug 799415, we'll call this bug a dup of Bug 1981050 (a regression of Bug 799415) to direct attention there.
