It's not impossible that Bug 1789468 caused the perma failure, but I tried a push to try of m-c at the revision of my patch and it looks green to me for the test and platform where it was failing:

Andrew you were right, I added the jobs on autoland and waited for them to finish and the Backfills led me to Bug 1792021, sorry for the trouble.
