Steps to reproduce:

Right now, at least on windows scrolling is not smooth at all, it can be make smoother with general.smoothScroll.msdPhysics.enabled (https://bugzilla.mozilla.org/show_bug.cgi?id=1720146) but even with this option scrolling is not enough smooth compared to microsoft edge for example.

Hey soredake, just to confirm scrolling you meant here is that scrolling by mouse wheel, right? not by touchpad gestures? I actually feel scrolling by touchpad on Firefox is much smoother than Edge.
