Preconditions:
ETP set to STRICT
Clean profile

Steps to reproduce:

1. Go to https://www.moncloa.com/2022/06/26/enfriador-aldi-oferta-funciona-mejor-aire-acondicionado-1479930/amp/
2. Observe the page

Expected Behavior:
Cookies' consent pop-up is loading correctly.

Actual Behavior:
Cookies' consent pop-up isn't fully loading, It prevents the user to access the website.

Notes:

1. Screenshot provided
2. Not reproducible on Nightly with Standard ETP
3. The result is the same in a Private Window

This also looks as though it is caused by quantcast's cookie consent code being blocked, same as in bug 1776862.

This issue is still reproducing. I could reproduce this issue on macOS 13 with Nightly 140.0a1 with Strict mode in Normal Window
Note: The issue is NOT reproducing with Standard mode in PBM.

The issue no longer reproduces on both Android and Desktop, regardless of the ETP status.
