Steps to reproduce:

1. Make window vertical height smaller such that all elements seemingly still fit
2. Look at e-mail with attachments (also see screenshot)

Actual results:

As you can hopefully observe, at moderately small window sizes, Thunderbird needlessly cuts off Attachment bar making it kind of unusable. On the screenshot you'll see there clearly would be enough space for all elements, yet Thunderbird just makes them disappear and it's a real nuisance.

Expected results:

Attachment bar remains visible in the clearly sufficiently available space so I can use Thunderbird without major features randomly cut off
