1780486 - Rollout Pin Private Browsing Promo in 106 by default

Scope of this bug is flip pref 'browser.promo.pin.enabled' in firefox.js to true and display Pin promo by default in Fx106 on about:privatebrowsing

We should be fixing all the related tests that depends on default promo as FOCUS

Note - this will also be part of the MR holdback study. We will need a pref to hide the promo.

I have verified this enhancement and I can confirm that on Windows 10 x64 the "Pin Private Browsing Promo" is displayed by default on the "Private Window".

Also, I can confirm that on macOS and Linux Mint the "Pin Private Browsing Promo" is not displayed.

Verified using the latest Firefox Nightly (106.0a1 Build ID - 20220902093009) installed on Windows 10 x64, macOS 11.6.5, and Linux Mint 20.2 x64.
