No way to disable "actions"(?) in the address bar

No option to be seen:
Settings -> Search -> Search Suggestions
Privacy and Security -> Search -> Address Bar
Now "View Add-ons" "Clear History" "Open Inspector" appear before all search results, history results, engine suggestions, etc.
Aside from the disable, the position these are presented in seems likely to be disconnected from the actual use the options get. I can't imagine "Open Inspector" should have priority over search engine suggestions.

There will be an option, anyway the whole list of actions should only be visible when there's no search string, otherwise there should be some kind of matching.
