I have verified this task and I can confirm the MR existing user Onboarding is turned on by default. Now the Upgrade Onboarding flow is triggered when updating to Firefox 106.
Verified using the latest Firefox Nightly (106.0a1 Build ID - 20220901095452) installed on Windows 10 x64, macOS 11.6.5, and Linux Mint 20.2 x64.
