Steps to reproduce:
Create a Message filters -->
Apply filter when:
[X] manually run
[X] Getting New mail: Filter before junk Classification
..
[X]Match all of the following
Custom Header ( I tried several)
Perform these actions:
Tag Message.
--
Trying the filter with : Tools\Run filter on message
Actual results:
Filter seem not effective
Expected results:
The filter should trigger and perfom the action set.

It seem yes. I'm worry as the bug 184490 is 20year old and still open... O_o
